Community Information

Tulalip is a sovereign tribal community located in Snohomish County, Washington, just north of Everett and approximately 40 miles from Seattle. It is home to the Tulalip Tribes, a federally recognized tribe composed of the descendants of the Snohomish, Snoqualmie, Skykomish, and other Coast Salish peoples who were signatories to the 1855 Treaty of Point Elliott.

The Tulalip Indian Reservation, established in 1855, spans approximately 22,000 acres and includes residential areas, natural forests, wetlands, and coastline along Possession Sound and Port Susan. The reservation is both culturally rich and economically dynamic, offering a blend of tradition and modern development. The Tulalip Tribes operate a variety of enterprises that support tribal sovereignty and community services, including the Tulalip Resort Casino, Quil Ceda Village retail center, and tribal government operations.

Cultural preservation, education, and environmental stewardship are central to the Tulalip identity. The community is home to institutions such as the Hibulb Cultural Center, which showcases tribal history and cultural practices. Tribal members maintain strong ties to traditional fishing, hunting, and gathering practices while actively engaging in contemporary governance, law enforcement, and business development.

The Tulalip Police Department has 88 full-time employees, of which 67 are commissioned police officers. Tulalip police officers provide service to over 10,000 residents who live on the Reservation and serve a daily population of over 50,000.

Dispatchers are an essential part of our department, providing communication support to both the community and our officers. Often the first voice a person hears in an emergency, our dispatchers are trained to calmly and quickly gather critical details, prioritize calls, and dispatch the appropriate response. They play a key role in officer safety and community trust, working around the clock to ensure help is only a call away. In addition to their technical skills, our dispatchers bring compassion, cultural understanding, and a deep commitment to serving our tribal community with care and professionalism.

The Tulalip Tribes is a Federally recognized Tribe and the Tulalip Reservation was established in 1855 with the signing of the Point Elliot treaty. As part of the treaty, the Tribes ceded millions of acres of land in exchange for sovereign tribal rights and self-governance. The treaty specified the Tribes would retain their fishing, hunting, and gathering rights. The Tulalip Police Department has a Fish & Wildlife Division; the Fish & Wildlife officers enforce treaty rights on the Puget Sound from Seattle to Canada.

The Tulalip Police Department focuses on crime prevention, traffic safety, school safety, narcotics enforcement, and quality of life concerns. The police department works collaboratively with other Tribal departments and is strongly supported by the Board of Directors and the Tulalip Community. The Tulalip Police Department consists of patrol officers; sergeants; lieutenants; boat operators, support staff; and a command team.

Job Description

Job Summary

The Dispatcher serves as a vital communication link between the Tulalip Tribal Police Department and the Tulalip community. Ensure that calls for service received by the Tulalip Police Department are handled appropriately and in a timely manner. The primary duties include responding to and addressing any emergency or non-emergency calls and providing necessary assistance or important information. Will log each call, dispatching field units on routes, prioritize, and organize calls for service. Utilizes confidential police computer systems to access and read warrants, court documents, and police files for officers. Files, gathers data, and operates two-way radio communication, phones, and cellular devices.

Essential Job Duties

1. Maintains contact with officers on duty to ensure that they are safe in the field and assist all officers with all assistance needs.

2. Receive and process emergency and non-emergency calls for service, prioritizing radio transmissions and dispatching emergency responders, including police and fish and wildlife

3. Enters accurate and detailed information into the CAD (Computer Aided Dispatch system).

4. Operates and monitors two-way radio console, computer-aided dispatch (CAD) record management system (RMS), OMINIXX and Odyssey (court system), as well as monitoring the Audio and Video security system.

5. Ability to accurately capture, retain, and relay verbal information using English clearly.

6. Maintain accurate records and documentation of all calls and incidents in the CAD system.

7. Records and confirms warrant records, restraining orders, no contact order, and Tribal subpoenas.

8. Operates the police service ACCESS computer system, WACIC and NCIC system to enter stolen items or missing persons.

9. Read maps and relay directions as necessary.

10. Coordinate resources and communications between agencies during complex or high-risk incidents.

11. Keeps all emergency contact phone lists and the law enforcement contact list updated.

12. Responsible for keeping all information and records confidential.

13. Enter and modify information into a local, state and national computer database.

14. Process all reports, copy and send them to the appropriate agency daily, and make a file for entered items into WACIC/NCIC.

15. Maintains and keeps all office equipment in working order.

16. Responds to all report requests per the dispatch policy when the records specialist is not available.

17. Operates within the guidelines of the Tulalip Police Department policy and procedures.

18. Regular and satisfactory attendance and punctuality.

19. Other Related job duties as assigned.


Minimum Related Experience

  • High School Diploma or GED required.

Minimum Related Experience

  • One (1) year of experience utilizing verbal and written communications skills.

· One (1) year of computer experience utilizing Microsoft Office programs.

  • One (1) year working in an office environment.

Required Licenses/Certifications/prerequisites/other

  • CPR/First Aide Certificate *Will allow six (6) months to obtain.
  • ACCESS Level Two Certification *Will allow six (6) months to be obtained.
  • Must not be convicted of a felony or any violent crime.
  • Employment is contingent upon successful completion of a pre-employment background check.
  • Must pass a Tulalip Police Department background investigation that includes but is not limited to, completing a Personal History Packet, credit check, and passing a polygraph.

Knowledge of

  • Rules, regulations, and procedures, including safety procedures, such as CPR and first aid. Policies and procedures may refer to department policies and procedures related to emergency communications and disaster and special response plans.
  • MS Office Word, Excel, Power Point, Outlook, Internet etc.
  • Telecommunications systems, which may include transmission, broadcasting, and switching systems, and computerized databases, including teletype operations and procedures.
  • Dispatch codes, as well as standard abbreviations and industry terminology commonly used by emergency medical services and law enforcement agencies.
  • Jurisdictional boundaries, as well as thoroughfares, landmarks, public buildings, and waterways within the jurisdiction.
  • Criminal behavior and procedures relating to Tribal, State, and Federal laws.

Physical Requirements

· Dexterity for the operation of a computer, office machines, and routine paperwork.

· Tolerance for exposure to computer screens, for up to twelve hours per day.

· Must have adequate vision and hearing, with or without reasonable accommodation, to effectively perform the essential duties of a law enforcement dispatcher.

· Stamina to sit, stand, and/or walk for prolonged periods.

· Strength to lift objects weighing up to 50 lbs. occasionally.
