The Evergreen Park Police Department covers around 4 square miles and serves around 19,000 residents. The Department is comprised of 62 full-time Officers, 5 part-time Officers, and around 25 Civilian employees who strive to provide the highest level of service to our community.

Job Description

General Purpose:

The Patrol Officer is a uniformed, sworn member of the Police Department working under the direction and supervision of the Sergeant or Lieutenant responsible for the watch to which he/she is assigned. A Patrol Officer must be able to act without direct supervision and must be able to exercise independent discretion in dealing with emergency situations. A Patrol Officer is responsible for the protection of life and property through the enforcement of laws and ordinances as well as conflict resolution and peace keeping through mediation.


Essential Job Functions:

· Performs assigned duties alone, with others, or in the presence of a supervisor.

· Responds to emergency calls for service.

· Conducts or assists in investigations of suspicious circumstances, complaints, and/or criminal activity.

· Directs traffic, makes arrests, issues citations, warnings, etc.

· Responds to complex, emergency situations and exercises proper judgment without supervision.

· Maintains order of public gatherings, crowds, etc.

· Provides information concerning the location of streets, businesses, and routes.

· Conducts record checks on persons utilizing drivers’ licenses, fingerprints, or other methods of identification in order to obtain positive identification and/or criminal records.

· Checks the premises of businesses and residences in patrol area for signs of break-in or other irregularities in order to protect persons and property.

· Executes the service of warrants and summonses.

· Provides information to assist citizens in conforming to State statues and Village ordinances.

· Operates police vehicles and patrols within the assigned areas and corporate limits of the Village in order to detect and prevent criminal activity, investigates suspicious persons and activities.

· Enforces laws, apprehends offenders, preserves the peace, and resolves conflict.

· Provides assistance to victims (e.g., crime, accident, fire, etc.) to safeguard their health and well-being.

· Maintains assigned equipment, squad car, and any assigned workspace (e.g., laptop, desktop computers, phones, etc.) in a fundamentally clean and orderly manner.

· Completes formal police reports (e.g., preliminary case reports, incident reports, supplemental reports, etc.) to document facts and to provide an official record of an incident.

· Maintains radio discipline by using proper radio procedures and promptly responds to all radio calls.


Other Job Functions:

· Inspects police vehicles and equipment to determine defects, new damages, cleanliness, and routine maintenance needs. Report any damaged or malfunctioning equipment promptly.

· Demonstrates sound moral and ethical behavior in the workplace; builds solid trusting relationships with coworkers, supervisors, and members of the public.

· Displays cooperative attitude that encourages teamwork and a motivating work environment.

· Attends training courses to increase and enhance professional knowledge and skills.

· If bilingual, assists employees in communicating with non-English speaking citizens.

· Performs related duties as assigned.


Minimum Qualifications:

General:

· U.S. Citizen or Legal Resident Status

· Speak, read, and write the English language fluently.

· No criminal convictions for felonies or certain misdemeanor offenses; good moral character.

· Physically and psychologically qualified to sustain the labors and exposures of the position.

· Must possess a valid Peace Officer Wellness Evaluation Report (POWER) test card issued from a licensed agency within 1 year prior to the exam date.

Education and Experience:

· High School diploma or equivalent (GED), college degree preferred.

· No felony convictions or certain misdemeanors; Exceptional moral character.

· Satisfactory completion of basic police certification as required by the state.

· Satisfactory completion of field training program.

· Must be at least 21 years to under 35 years of age at the time of employment testing and must meet other minimum qualification state and federal standards.

· Thirty (30) credit hours from an accredited college or university.

Knowledge of:

· Modern police practices and methods.

· Department procedures, rules, and regulations.

· Laws, rules, regulations, policies, and procedures pertaining to law enforcement and the ability to understand and apply them.

· Court policies and procedures, the law and procedures of search and seizure, and the laws and procedures of evidence and arrest.

· Community Policing principles.

· Modern police patrol techniques, criminal investigations, and crime prevention methods.

· Proper English usage in written and oral communication.

Ability to:

§ Prepare and present clear, concise, and logical reports and presentations.

§ Establish and maintain effective working relationships with others, and properly document police and administrative actions.

§ Maintain physical fitness required to perform job tasks.

§ Work various shifts and required overtime and have regular attendance.

Skill in:

§ Dealing tactfully, courteously, and professionally with all the position must come in contact with, exercising sound and effective judgment in doing so.

§ Operating various office equipment, computers, software applications, firearms, vehicles, radar units, and other job-related equipment.

Licenses and Certifications:

· Possession of a valid Illinois Driver’s License.

· Possession of a valid firearms owner identification card.

· Certification as a Police Officer by the Illinois Law Enforcement Training & Standards Board.


Work Environment:

· Routine exposure to extreme weather conditions (sometimes for prolonged periods of time) including but not limited to extreme heat or cold, high humidity, rain, snow, and high winds.

· Exposure to varying light conditions: all and extreme lighting conditions, daylight and night light, with and without artificial light available, indoors and outdoors.

· Exposure to personal danger, including but not limited to armed and/or dangerous persons/animals; persons and/or articles contaminated with communicable diseases; hazards associated with emergency driving, vehicular surveillance, traffic control, and working in and around traffic; hazards associated with natural and man-made disasters, and other similar dangers or hazards.

· The noise level in the work environment may be quiet or loud.


Physical Demands/Skills:

· While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is frequently required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.

· Minimum of 20/70 uncorrected vision, corrected to 20/20 in each eye. Must be free of significant vision problems such as impaired vision at night or under dim lighting conditions, sensitivity to glare, starbursts experience around light sources such as streetlights or headlights, progressive regression of visual acuity, daily changes in visual acuity, or other conditions. Specific vision abilities required by this job include close vision and the ability to adjust focus. Must be able to make color distinctions, have normal depth perception, and have normal hearing ability.

· Ability to speak and hear clearly over the telephone, portable radio, and in person to respond to calls, hear important directions and communicate effectively with the public and others.

· Must possess physical strength, mobility, and dexterity sufficient to handle and operate firearms, subdue resisting individuals, force entry into buildings, and similar duties.

· The employee must occasionally lift and/or move up to 50 pounds (ammunition, equipment, etc.)

· Must be able to drag, push, pull, carry, or move injured persons.

· Must be able to administer first aid and render assistance when necessary.

· Must be able to walk, stand or sit (particularly when driving) for lengthy periods of time.

· Must be able to run to a person requiring emergency assistance. Must be able to run, climb, jump, crawl, etc. in pursuit of fleeing subjects.

· Must be able to subdue and arrest a resisting or attacking individual.

· Must be able to safely operate a motor vehicle in both emergency and non-emergency situations.

· Must be able to maintain and fire weapons accurately and use deadly force when necessary.
