  • VALLEY REGIONAL FIRE AUTHORITY CIVIL SERVICE EXAMINATION PROCESS INFORMATION 

       2017 Entry Level Firefighter/EMT

    TO APPLY

    The Valley Regional Fire Authority has partnered with Public Safety Testing (PST) to conduct the initial testing of candidates which consists of a written test and Candidate Physical Ability Test (CPAT). The written test and valid CPAT through Public Safety Testing must be completed by August 22, 2017 to complete the application process. You must maintain a valid CPAT card as a component of the application process. Public Safety Testing can provide additional information regarding the scoring process and the written and CPAT expiration dates for purposes of the testing process.

    Emergency Medical Technician (EMT) certification is not required at the time of application. However, candidates are required to obtain a valid EMT certification per Washington State Department of Health requirements at the time of hire. Only those applicants meeting all application procedures and minimum qualifications will be considered for the examination process. If a candidate does not meet application procedures and/or minimum qualifications and therefore is ineligible to continue in the process, the Civil Service Chief Examiner will notify such individual.

     

     WRITTEN EXAMINATION

    The written examination will be offered on a continual basis through Public Safety Testing. The written examination will determine the top group of candidates to move forward to the oral board panel interview. There will be a minimum passing score of 70% for the written test.  

    To be considered for the first round of hiring in 2018, an applicant must pass the written examination component between September 29, 2016 and August 22, 2017. Applicants must have a valid PST CPAT completed by August 22, 2017. The thirty-five (35) candidates who have completed the application process and have the highest written exam scores, plus any ties, will be invited to participate in an oral board panel interview scheduled for the third week in September. If an applicant declines the invitation to participate in the oral board panel interview process and a vacant interview slot is created the VRFA may invite the next candidate with the highest written exam score to participate. Notifications will be made no later than August 28, 2017

     

    ORAL BOARD INTERVIEWS

    There will be a 70% minimum passing score for the oral board panel interview. Final examination scores are comprised of the results of the applicant’s written exam (weighted 30%) and oral board panel interview (weighted 70%) and applicable veterans’ preference. If you are claiming veterans’ preference in accordance with RCW 41.04.010, you must include the commission’s request form and a copy of your discharge document (DD214) at the time of your oral board panel interview. For the initial phase, the oral board panel interviews will be scheduled the week of September 18 - 22, 2017.

     

    ELIGIBILITY LIST                                                                                                                                                

    Candidates will have their names placed on an eligibility list in rank order of final examination scores. The eligibility list will remain in effect for six (6) months and may be extended by the Civil Service Commission in six (6) month intervals up to two (2) years in total duration. If an eligibility list is exhausted or not extended by the Commission, the Chief Examiner may identify a group of candidates who have the next highest written examination scores. A new eligibility list would be established.

    In anticipation of vacancies please complete the Public Safety Testing Personal History Statement. The VRFA makes all hiring decisions after a pre-employment selection process which includes a background investigation, physical ability test, drug test, psychological and medical examination. Offers of employment will be conditional upon successfully completing the pre-employment process. If the pre-employment background process is satisfactory, the candidate remains on the eligibility list; if not, the conditional offer may be withdrawn and the candidate is removed from the eligibility list.

    When a vacancy occurs, the Civil Service Chief Examiner certifies to the VRFA Administrator the appropriate number of names from the eligibility list for consideration. The Commission observes a “Rule of Three” in certifying names. The Administrator may interview these individuals and the VRFA has the discretion to hire any of the individuals certified in accordance with the Civil Service Rules. Individuals hired serve a one (1) year probationary period.

The Valley Regional Fire Authority (VRFA) was officially established on January 1, 2007. The VRFA joins the existing resources from the Auburn and Pacific Fire Departments to provide fire services to the communities of Algona, Auburn and Pacific. The Valley Regional Fire Authority provides modern, progressive and professional services to approximately 80,000 citizens residing throughout the 34 square miles of Algona, Auburn and Pacific. The Valley Regional Fire Authority is comprised of 120 staff. It is expected that the VRFA will respond to over 10,500, 9-1-1 incidents yearly.

• Ability to learn the operation of all apparatus, equipment and methods used in combating, extinguishing and preventing fires and in rescue work.

• Ability to learn emergency medical procedures, evaluate patients’condition and properly render emergency medical care.

• Ability to attend and successfully complete a designated course of firefighter training at a state accredited fire academy may be required.

DISTINGUISHING FEATURES OF WORK:
• Responsible for fire fighting operations, individually and as part of a team, including the combating, extinguishing and preventing of fires, and the preservation of life and property. Responsible for rapidly and efficiently performing various duties, under emergency conditions and frequently involving considerable hazard.

• The fire fighting duties include, but are not limited to, routine maintenance of fire fighting equipment and VRFA property.

• The fire fighter is responsible for carrying out the specific orders and directions as received from a superior officer.

• The Firefighter/EMT is a first responder position, with emergency medical care responsibilities in addition to fire fighter duties. Depending upon the nature of the emergency, these personnel provide first aid and basic life support services, perform extrication and rescue, or act as fire fighters in fire suppression or hazard control activities.

• This position requires the ability to interact with patients, independently assess and treat medical emergencies, follow established protocols, and document findings and events for the patient's medical record. Work is often carried out under stressful conditions in the presence of contagious disease, and environmental, chemical or physical violence hazards.

EXAMPLES OF WORK (Illustrative Only)
• Responds to fire alarms as part of a team or company; lays and connects hose; holds nozzles and directs water streams; raises and climbs ladders; uses chemical extinguishers, bars, hooks, lines and other equipment.

• As assigned, may be required to drive and operate specialized fire fighting apparatus and equipment.

• Ventilates fire to release heat and smoke; prevents the spread of fire and protects property from damage by water.

• Performs salvage operations such as throwing salvage covers, sweeping water, and removing debris.

• Performs necessary basic life support and first aid on sick, injured or convalescent persons at the site of emergencies or in route to hospitals or other medical facilities. Patient care may include: hemorrhage control and treatment for shock, automated external defibrillation, cardiopulmonary resuscitation, airway maintenance, or fracture stabilization.

• Record event information including patient condition, patient history, treatments, vital signs and scene observation.

Automatic7.03 NON-ACCEPTANCE OF APPLICANT
The secretary/chief examiner may refuse to accept an application, may refuse to examine an applicant, may withhold the name of a person from the eligibility list or may withhold the name of an eligible from certification, or the Commission, after notice, may remove the name of an eligible from the eligibility list who:
a) Does not meet the requirements set forth in the Rules or in the Bulletin announcing the examination;
b) Is physically or mentally unfit to perform the duties of the position which he/she seeks;
c) Is guilty of conduct not compatible with VRFA employment, whether or not it amounts to a crime;
d) Has been convicted of any felony or a misdemeanor involving moral turpitude (Chapter 9.96 RCW);
e) Has been dismissed or has resigned in lieu of discharge from any position, public or private, for any cause which would be a cause for dismissal from VRFA service; or whose record of employment has not been satisfactory in the VRFA or with any other employer;
f) Has abandoned any position in the VRFA or been absent from duty without leave of absence duly granted;
g) Has made any material false statement or who has attempted any deception or fraud in connection with this or any other civil service examination;
h) Refuses to execute any oath as prescribed by law;
i) Fails to appear for fingerprinting or other investigation as required;
j) Has assisted in preparing, conducting, or scoring the examination for which he/she applied or who has in any other manner secured confidential information concerning such examination which might give him/her an unfair advantage over other applicants in the examination;
k) Fails to present self for or fails to pass the medical examination prescribed by the Commission:
l) Refuses to furnish all information required to complete the application;
m) Who has been discharged from the armed forces under dishonorable conditions;
n) Fails to satisfactorily pass a comprehensive background investigation which may include, but shall not be limited to, polygraph and psychological screening;
o) For other material reasons.

Current Hiring Status

*The Valley Regional Fire Authority is establishing an Entry Level Firefighter Eligibility List!* 

The eligibility list is a continuous listing and is maintained as scores are received from PST with oral board interviews conducted on an as-needed basis. Vacancies are filled in accordance with the Civil Service "rule of three" with the top three (3) candidates forwarded to the appointing authority for background investigation and a pre-employment selection process as vacancies occur.

Salary Information

2017:
Firefighter 4th Class Base Wage: $68,865 annually
Firefighter 1st Class Base Wage: $88,078 annually plus incentive pay and generous benefits

Benefit Information

The Valley Regional Fire Authority offers a generous benefit package that also includes supplemental benefit options!

The VRFA pays 100% of the cost for the employee and/or family premiums for medical, dental, orthodontia and vision insurance. Employees have the option to select from deferred compensation programs and the VRFA will contribute 4% monthly.

The VRFA also contributes to a Medical Expense Reimbursement Plan (MERP) and Health Reimbursement Account (VEBA). Employees receive a $2,000/Employee only or $4,000/Family annual contribution into their VEBA Account based on medical insurance enrollment.
